1. What is the CSQ?

The CSQ is the document by which the Quebec government selects you for permanent residence.

Do not confuse the CSQ with the CAQ. The CAQ is a temporary authorization to stay, to study or work. The CSQ aims at permanent settlement. One is temporary, the other opens the path to permanent residence.

For economic immigration, becoming a permanent resident in Quebec happens in two steps:

  • Selection by Quebec — if you are retained, Quebec issues the CSQ

For a straightforward file, the official sites let you do the steps yourself, and that saves money.

For a complex situation — a previous refusal, a criminal record, a difficult family situation — paid help can be worthwhile. If you hire someone, use only a regulated immigration consultant or a lawyer.

Never pay an unregulated 'agent' who promises guaranteed selection: no one can guarantee a CSQ.
