- Case 2 — United States or a country with a reciprocity agreement: if your licence comes from the USA or a country that has signed an agreement with Quebec (France, Belgium, Switzerland, Germany, UK, Japan, South Korea, Taiwan, Austria, Netherlands, Isle of Man, Northern Ireland), you can also exchange without tests, for Class 5 (cars).
- Case 3 — any other country: you must take the SAAQ proficiency tests — a written exam and a road test — and have held your licence for at least 1 year before settling in Quebec.
4. Documents to prepare
Before your appointment, prepare:
- Your current valid driver's licence
- A photo ID (passport)
- Proof of Quebec residency (lease, Hydro-Québec bill)
- If available, an official driving-experience statement from your country of origin
5. How to make an appointment

How much does the licence exchange cost?
The cost varies with the chosen validity. For a 1- to 2-year licence, plan about $91.
If tests are required (case 3), add about $30 for the written exam and $80 for the road test. All paid to the SAAQ — beware of third-party sites claiming to sell appointments.
I come from a country without a Quebec agreement but drove 10 years. Why must I still take tests?
Because reciprocity agreements are signed at the government level, not individual. Without an agreement, the SAAQ has no way to officially verify your experience with foreign authorities.
Tests are therefore mandatory — but your experience is recognized after passing, and you obtain a full licence rather than a learner's.
Is the written exam hard?
Not very, but it must be prepared. It's based on the official Guide de la route, free at saaq.gouv.qc.ca. Plan 20 to 30 hours of preparation to master it, especially for sign questions and Quebec-specific rules (right-of-way, right turn on red prohibited on the island of Montreal).
The exam is available in French and in English.
Can I drive while my exchange application is pending?
Yes, as long as your foreign licence remains valid and you are within the 6 months after settling. After 6 months, even with an application pending, you can no longer drive legally.
That's why it's crucial to file your application in the first weeks after arrival — not the last.
What happens if I get demerit points?
The standard Quebec licence tolerates up to 15 points before suspension. The probationary licence tolerates only 4.
Points accumulate for Highway Safety Code violations (speeding, phone at the wheel, etc.) and disappear after 2 years. Suspension lasts 3 months for a first offence — many employers with driving roles treat this as a contract breach.
