The CSQ — Quebec Selection CertificateGuide 243

Le CSQ — Certificat de sélection du Québec

Le CSQ — la sélection du Québec, première moitié du chemin vers la résidence permanente.

1. What is the CSQ?

The CSQ is the document by which the Quebec government selects you for permanent residence.

Do not confuse the CSQ with the CAQ. The CAQ is a temporary authorization to stay, to study or work. The CSQ aims at permanent settlement. One is temporary, the other opens the path to permanent residence.

2. Permanent residence: two steps

For economic immigration, becoming a permanent resident in Quebec happens in two steps:

  • Selection by Quebec — if you are retained, Quebec issues the CSQ
  • Federal processing — with your CSQ, you submit a permanent-residence application to the Government of Canada, which checks admissibility, health, and security, then grants the status

Quebec selects; the federal government confirms. For the federal step in detail — the application, the fees and keeping your status while you wait — see our guide on applying for permanent residence after your CSQ.

3. The main paths to the CSQ

Most economic-immigration candidates go through one of two main programs:

  • The PEQ — for Quebec graduates and workers with qualified Quebec experience
  • The PSTQ — for skilled workers more broadly (see our step-by-step PSTQ guide)

Both go through the Arrima portal, but not in the same way. For the PSTQ, you submit an expression of interest there, and Quebec then invites candidates to file a full application. For the PEQ, there is no expression of interest and no invitation: you file your permanent selection application directly. Note that the PEQ, reopened from July 2, 2026 to July 2, 2028, only receives applications from July 2 to October 31, 2026 — and only if your Quebec diploma or work experience was obtained by November 19, 2025. The criteria and thresholds change regularly: always check the current conditions for the PEQ and the PSTQ.

4. The role of French

French holds a central and growing place in Quebec selection. Knowledge of French is strongly valued, and several paths require a demonstrated level, especially in speaking.

The exact requirements evolve: check the level expected for your program — our guide to French tests for immigration (TEF, TCF, DELF) explains which test to take and which score to aim for. Either way, starting francisation early — it is free — is one of the best investments for your file and for your life here.

5. Your action list

Follow these steps to understand and prepare your selection process. Check each box as you go — your progress is saved if you're signed in.

Identify the program matching your profile (PEQ, PSTQ)
Verify the criteria in force on the Quebec government site
Get your French assessed and strengthen your French
In Arrima: file an application directly (PEQ) or an expression of interest (PSTQ)
PSTQ: file the selection application if you are invited
With the CSQ, file the permanent-residence application with the federal government

6. Frequently asked questions

The most common questions on the CSQ: the difference from the CAQ, what to do once you have the CSQ, timelines, and whether you need an immigration consultant.

What is the difference between the CSQ and the CAQ?

They serve opposite purposes. The CAQ is a temporary authorization: it lets you be in Quebec for a limited time to study or work.

The CSQ is about permanent settlement: it confirms Quebec has selected you for permanent residence, and it is the document you use to apply for permanent-resident status with the federal government.

I got my CSQ — am I a permanent resident?

Not yet. The CSQ is the Quebec selection step — the first half of the path. With it, you must still file a federal permanent-residence application, which carries out admissibility, medical, and security checks.

Until permanent residence is not granted, your right to be in Canada still depends on your current temporary status: keep any permit valid.

How long does it take to get a CSQ?

There is no single answer, and any figure ages quickly. For the PSTQ, selection works through expressions of interest and periodic invitation rounds; the PEQ receives applications directly, but only during its reception window — the wait depends on your program, your profile, and the immigration targets of the moment.

The federal stage then adds its own delay. Check the current Quebec processing times and the federal processing times, and treat permanent residence as a multi-year project.

Do I need an immigration consultant?

For a straightforward file, the official sites let you do the steps yourself, and that saves money.

For a complex situation — a previous refusal, a criminal record, a difficult family situation — paid help can be worthwhile. If you hire someone, use only a regulated immigration consultant or a lawyer.

Never pay an unregulated 'agent' who promises guaranteed selection: no one can guarantee a CSQ.

What exactly is the PEQ, and how does it differ from the PSTQ?

The PEQ (Quebec Experience Program) is a selection route for people who already have a link with Quebec — typically Quebec graduates and workers with qualified experience acquired here. The PSTQ (Skilled Worker Selection Program) is the broader route for skilled workers, including those abroad. Both lead to the same CSQ and both go through the Arrima portal, but differently: for the PSTQ you submit an expression of interest and wait for an invitation, while for the PEQ you file your application directly, with no invitation. The right one for you depends on your diplomas, work experience and French level — and the criteria change regularly, so always confirm the conditions in force on Québec.ca.

Is the PEQ accepting applications right now?

The PEQ reopened for two years, from July 2, 2026 to July 2, 2028, but it only receives applications during set periods: the first runs from July 2 to October 31, 2026, in both streams. For your application to be received, your Quebec diploma (graduate stream) or your qualifying Quebec work experience (worker stream) must have been obtained by November 19, 2025. If you graduated or reached the required experience after that date, the PEQ is not open to you, and the PSTQ is the route to look at. The government has announced further reception periods before July 2028, with no date published: check the PEQ page on Québec.ca before planning, read our guide to the PEQ, and aim for a solid French level regardless.

Author's Note: the CSQ is the Quebec half of a two-stage journey. Aim at the right door — Quebec selection, not Express Entry — and make French a serious project starting now.
