Many steps therefore take two applications, in the right order.
With a temporary status
A student starts with the CAQ, then applies for a study permit federally. A worker may hold a closed permit, tied to a single employer, or an open permit: the difference changes what you're allowed to do, so check it before signing a contract. Watch the expiry date: if you apply to extend before it arrives, you keep maintained status and can generally keep studying or working under the same conditions until the decision.
Toward permanent residence
For most people who want to stay in Quebec, the route goes through Quebec selection (the CSQ), then a permanent residence application with the federal government. Quebec graduates often hold a post-graduation work permit (PGWP) to gain the required experience. Quebec's programs change regularly: always check the official page before you plan.
Once you're a permanent resident
Your PR card mainly lets you come back to Canada after a trip: if it expires while you're abroad, you need a travel document (PRTD). Citizenship becomes possible after at least 1,095 days of presence in Canada over the last five years, with your tax returns filed. Sponsoring a spouse, a child or a parent follows its own process, with a financial undertaking in Quebec.
